Utilities Group Manager

Skillings, Inc. is a company of over 40 engineers, environmental professionals, surveyors, and support personnel, headquartered in Lacey. We have worked extensively in Washington State, and love collaborating with our local governments. Our engineering group is currently involved in several municipal projects, and our ideal candidate will bring their education and experience along with a collaborative spirit to hit the ground running on both current and upcoming projects.

Our utilities team works on water, wastewater, and reclaimed water design, treatment, conveyance and pumping. More specific design responsibilities include preparing plans and specifications for the design and construction of water or wastewater systems, calculations, analysis and study-level reports for treatment, distribution, and collection systems, determining appropriate design methods, equipment sizing and selection and working directly with the owner and other project stakeholders. We’re looking for an individual who wants to lead a team that provides exceptional service to our clients. The ideal candidate will also cultivate relationships with existing and potential clients to pursue new projects.

This includes managing engineering design and plan production, overseeing and mentoring technical staff, participating in project proposal development, and collaborating with our survey and environmental departments.

Other Duties Include:

  • Plan, direct, and monitor all aspects of large multidiscipline projects or medium-sized projects with high degree of technical complexity
  • Produce and coordinate scope, schedule, and budget for several projects concurrently
  • Conduct project meetings with internal staff and clients to solve technical challenges
  • Coordinate staffing and workload through project development to complete projects on schedule
  • Implement QA/QC procedures
  • Maintain professional engineering registration
  • Establish and maintain client relations even after projects are finished
  • Lead contractual, design and production meetings
  • Coordinate and execute marketing strategies with the Marketing Department
  • Understand market needs and trends in order to identify and act on opportunities
  • Manage, mentor, and coach staff as needed to promote a positive team environment
  • Perform other duties as needed

Required Qualifications:

  • Bachelor’s degree in Engineering
  • Professional Engineer Registration in Washington
  • 15+ years of Utilities Engineering experience
  • 5+ years of Project Management experience
  • Demonstrated business development and strategic planning skills
  • Good communication, leadership, planning and mentoring skills
  • MS Office and MS Project experience is required
  • An attitude and commitment to be an active partner in both project and marketing work

Design Engineer

We currently have openings for a Design Engineer in our Transportation, Utilities, and Stormwater groups.

Our stormwater team specializes in collection, treatment, pump stations and basin studies.

We’re looking for someone who wants to learn and grow in the engineering profession through exposure to a variety of projects.

Your key responsibilities in this position include working on teams to plan and design municipal and engineering projects and preparing documents including reports, plans, specifications, and construction cost estimates.

Basic Qualifications:

  • Bachelor’s Degree in Civil Engineering (or related field)
  • Engineer in Training (EIT) license or the ability to get it within 6 months
  • 0 – 3 years of relevant design experience
  • Strong written and verbal communication skills
  • Experience with AutoCAD/Civil 3D and/or MicroStation/Inroads Storm and Sanitary
  • Technical writing skills

Project Engineer

Our ideal candidate would be proficient with horizontal and vertical alignment design, utility relocations, coordination with structural engineers and other engineering disciplines, earthwork, quantity take-offs, specifications, and engineer’s estimates.

Our utilities team works on water, wastewater, and reclaimed water design, treatment, conveyance and pumping. More specific design responsibilities include preparing plans and specifications for the design and construction of water or wastewater systems, calculations, analysis and study-level reports for treatment, distribution, and collection systems, determining appropriate design methods, equipment sizing and selection and working directly with the owner and other project stakeholders.

Our stormwater team specializes in collection, treatment, pump stations and basin studies. Our ideal candidate would have knowledge and experience analyzing and designing storm drainage projects that meet water quality, green infrastructure, and sediment and erosion control criteria. There is potential for involvement in additional related work including stream restoration, hydraulic performance and scour evaluation at bridges, performance of channel stability and geomorphic assessments, flood control, and watershed issues.

We’re looking for someone who wants to cultivate relationships with existing and potential clients to pursue new projects.

Other Duties Include:

  • Coordinate projects with supervisor, project managers, and firm staff
  • Provide sketches and/or detailed layout information to design staff for incorporation into the construction drawings
  • Design, prepare and analyze preliminary and final plans in Autodesk Civil 3D, and Microstation/InRoads software.
  • Prepare and design street/highway improvement plans
  • Analyze maps, reports, drawings, as-builts for design projects
  • Develop reports, specifications and designs for projects
  • Develop, track and modify project schedules.

Basic Qualifications:

  • Bachelor’s Degree in Civil Engineering (or related field)
  • Professional Engineer in Washington State
  • 5+ years of relevant design experience with roadway and highway design
  • Strong written and verbal communication skills as well as technical writing skills
  • Experience with AutoCAD/Civil 3D and/or MicroStation/Inroads
  • Knowledge of local, state, and federal design standards

  • Supervise project staff
  • Provide engineering training and mentoring for junior staff
  • Perform other duties as needed

Required Qualifications:

  • Bachelor’s degree in Engineering
  • Professional Engineer Registration in Washington
  • 15+ years of Civil Engineering experience
  • 5+ years of Project Management experience
  • Demonstrated business development and strategic planning skills
  • Good communication, leadership, planning and mentoring skills
  • MS Office and MS Project experience is required
  • An attitude and commitment to being an active partner in both project and marketing work

Preferred Qualifications:

  • Experience on WSDOT Projects
  • Experience developing winning proposals
  • PMP
